Jane Dow was born to a Canadian military captain and his Welsh war bride in Brandon, Manitoba. The youngest of four, Jane was free to play, daydream, and create from a very early age. The family relocated to her father's hometown of West Vancouver when Jane was still very young. She was exposed to constant creativity and ingenuity from her mother, and inspired by her west coast surroundings.

Jane and her husband raised their children in Whistler, BC where she became fully immersed in the painting scene. She began painting birds, bears, and mountains. As a member of the Federation of Canadian Artists, she took every opportunity to attend classes and workshops with famous Canadian Artists. The sea was calling, however, and once the babies were grown, Jane and her husband relocated to the Sunshine Coast. There she has continued to evolve her layering technique, typically with a palette knife, and has created vibrant impasto pieces of personal work.
